Dyspraxia is unlikely to present with motor problems in only the right hand. If the neurologists have concluded that structurally and physiologically, the right hand and the centres in brain controlling it are normal, then you need to think of emotional and behavioral disorder. What medicines is he on? Why has he been prescribed those if nothing 'wrong' has been found?
